Rural Assistance Amendment (Board
Membership) Bill 1996

Explanatory note

This explanatory note relates to this Bill as introduced into Parliament.*

Overview of Bill

The object of this Bill is to amend the Rural Assistance Act 1989 to:

(a) provide for 2 additional part-time members of the Board of the Rural
Assistance Authority (there are currently 4 part-time members who
together with the Chief Executive of the Authority make up the
Board), and
(b) provide that the 2 additional part-time members are to have such social
welfare, rural counselling or other background as the Minister
considers necessary, and
(c) make a consequential savings amendment.

Explanatory note

Outline of provisions

Clause 1 sets out the name (also called the short title) of the proposed Act.

Clause 2 provides for the commencement of the proposed Act on a day or
days to be appointed by proclamation.

Clause 3 is a formal provision giving effect to the amendments to the Rural
Assistance Act 1989 set out in Schedule 1.

Schedule 1

Amendments

Schedule 1 [ 1 ] and [2] increase the number of part-time members of the
Board of the Authority from 4 to 6 and provides that the 2 additional
members are to have such backgrounds in social welfare, rural counselling or
other areas as the Minister considers necessary to enable the Board to carry
out its functions.

Schedule 1 [3] and [4] insert consequential savings provisions.
