ENTERTAINMENT INDUSTRY (INTERIM COUNCIL)

AMENDMENT BILL 1993

EXPLANATORY NOTE

(This Explanatory Note relates to this Bill as introduced into Parliament)

The Entertainment Industry Act 1989 establishes the Entertainment Industry Interim
Council. The functions of the Council include fostering the development of an
entertainment industry regulatory body and reporting to the Minister on the
establishment, composition and functions of such a body by 18 May 1992 (2 years after
the Council commenced). The Act also provides that the Council is dissolved on 18
May 1993 (3 years after it commenced)
which its functions are to be assumed by
the Minister.

The object of this Bill is to amend the Entertainment Industry Act 1989 to postpone
the date by which the Council must exercise its general functions under section 6 of the
Act (including reporting to the Minister as described above) to 1 January 1994. The date
on which the Council is dissolved is also postponed to 1 January 1994.

The proposed amendments to the Act are to commence retrospectively on 17 May
1992 (the day before the Council was originally required to report to the Minister).

Clause 1 specifies the short title of the proposed Act.

Clause 2 provides for the commencement of the provisions of the proposed Act
retrospectively on 17 May 1992 (the reason for this is explained above).

Clause 3 is a formal provision that gives effect to the Schedule of amendments to
the Entertainment Industry Act 1989.

Schedule 1 contains the amendments to the Entertainment Industry Act 1989
described above.
