CONSTITUTION (LEGISLATIVE ASSEMBLY) AMENDMENT

EXPLANATORY NOTE
(This Explanatory Note relates to this Bill as introduced into Parliament)
The object of this Bill is to reduce the number of politicians in the Legislative
Assembly from 109 to 99, and to require any future change in that number of
politicians to be approved by the people at a referendum.
Clause 1 specifies the short title of the proposed Act.
Clause 2 provides that the proposed Act commences on the date of assent.
Clause 3 is a formal provision that gives effect to the Schedule of amendments to
the Constitution Act 1902.
Clause 4 contains transitional provisions that will enable a redistribution of
electoral districts to be undertaken before the next general election and ensure that
the reduction in the number of Members of the Legislative Assembly takes effect at
that general election.
SCHEDULE 1 - AMENDMENT OF CONSTITUTION ACT 1902
Schedule 1 (1) inserts section 7C into the Constitution Act 1902. The proposed
section provides that any future change in the number of Members of the Legislative
Assembly must be first approved by the people at a referendum. The proposed
section is in similar terms to section 7B of the Constitution Act 1902 which requires
certain other changes in the constitution of the Legislative Assembly to be approved
by the people at a referendum.
Schedule 1 (2) amends section 25 of the Constitution Act 1902 to reduce the
number of Members of the Legislative Assembly from 109 to 99.
