9. (1) Subject to subregulation (2), an application to the Minister to specify
an event under section 18 of the Act must be made at least 3 months before the
day or first day, as the case requires, on which the event is to be held.

(2) Subregulation (1) does not prevent the Minister considering an application
received later than 3 months before the day or first day on which the event is
to be held if, in the opinion of the Minister, sufficient time remains for a
proper consideration of the application.
