1. Commencement


  1.1 These Regulations commence on 1 July 1993.

2. Amendment


  2.1 The Passports Regulations are amended as set out in these Regulations.

3. Regulation 9 (Certificates of identity)


  3.1 Subregulation 9 (1):
Omit the subregulation, substitute:
  "9. (1) An authorized officer may issue a certificate of identity to a
person (not being an Australian citizen):
  (a) who is about to leave Australia or a Territory and is:
    (i) stateless; or
    (ii) unable to obtain a passport from a Consular representative of
the country of which the person claims to be a national; or
  (b) who has been determined by the Minister for Immigration and Ethnic
Affairs to have the status of a refugee; or
  (c) whose application for a protection visa has been approved by that
Minister.".
  3.2 Add at the end:
  "(3) In subregulation (1), 'protection visa' means:
  (a) a Class 784 (domestic protection (temporary)) visa within the meaning of
the Migration (1993) Regulations; or
  (b) a domestic protection (temporary) (code number 784) visa within the
meaning of the Migration Regulations;
applied for after entry.".

  4.1 Omit the Schedule, substitute:
