129. (1) Subject to the Act, a Registrar may, in relation to any proceeding
before the Registrar, in special circumstances, and either absolutely or
subject to conditions, exempt any person from compliance with any procedural
requirement of these Regulations.

(2) Subject to the Act, non-compliance with any of these Regulations shall not
render void any proceedings before a Registrar but the proceedings may be:

   (a)  set aside, either wholly or in part, as irregular;

   (b)  amended; or

   (c)  otherwise dealt with in such manner and upon such terms as the
        Registrar thinks fit.
