Sixth Schedule SCHEDULE 1 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 1 1. After regulation 4 of the Exports (Meat) Regulations the following regulation is inserted: Application to game animals, &c. "4A. The following provisions of these Regulations apply to and in relation to game animals, game meat, edible game offal and game meat products in like manner as they apply to and in relation to animals from which meat is obtained, meat, edible offal and meat products, respectively: (a) sub-regulation 5 (1) (other than the definitions of 'boar', 'bull', 'edible offal', 'meat', 'meat product', 'poultry' and 'ram'), regulations 7, 9, 12, 15, 16 (other than sub-regulations (4) to (5A) (inclusive) ), 18, 19, 20 (other than sub-regulations (1) and (1A) ), 21 to 24 (inclusive), 26 to 29 (inclusive), 31, 32, 33 (other than paragraphs (5) (c), (d) and (e) and sub-regulations (6) and (7) ), 33A, 35 to 39 (inclusive), Part VI, sub-regulation 47 (3), regulations 48, 51 to 58 (inclusive), 60 to 61A (inclusive), sub-regulation 62 (2) and regulation 63; (b) paragraphs 4, 5 (other than clauses (4) and (5) ), sub-paragraph 7 (1), paragraphs 8, 26, 32A and 36 of the Second Schedule; (c) Part II of the Sixth Schedule; and (d) the Ninth Schedule.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 2 Interpretation 2. Regulation 5 of the Exports (Meat) Regulations is amended- (a) by inserting after the definition of "dressed" in sub-regulation (1) the following definition: " 'edible game offal' means an edible part of a carcass of a game animal, other than the flesh of the carcass;"; and (b) by inserting after the definition of "export establishment" in sub-regulation (1) the following definitions: " 'game animal' means a wild animal, other than a bird, rabbit or hare, that has been killed by a shot from a firearm while in its habitat; 'game meat' means the flesh of a game animal intended for human consumption; 'game meat product' means food, other than soup, intended for human consumption that- (a) has been prepared from game meat or edible game offal; or (b) contains in excess of 5 per cent by mass of game meat or edible game offal;". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 3 3. Regulation 6 of the Exports (Meat) Regulations is repealed and the following regulation substituted: References to meat, game meat "6. (1) In these Regulations, other than in regulation 5, a reference to meat shall, unless the contrary intention appears, be read as including a reference to meat products and edible offal. "(2) In the provisions of these Regulations specified in regulation 4A and in sub-regulation 20 (1A), regulations 25A and 30, sub-regulations 61C (3), (4) and (5), paragraphs 32B and 32F of the Second Schedule and paragraph 58 of the Sixth Schedule, a reference to game meat shall, unless the contrary intention appears, be read as including a reference to game meat products and edible game offal.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 4 Exportation of certain meat, &c., prohibited 4. Regulation 11 of the Exports (Meat) Regulations is amended- (a) by inserting after sub-regulation (1) the following sub-regulation: "(1A) The exportation of game meat or edible game offal is prohibited unless the game meat or edible game offal- (a) was obtained from a carcass of a game animal that was dressed at premises registered under these Regulations as an export establishment for the preparation of game meat or edible game offal; (b) was treated or stored only at premises registered under these Regulations as an export establishment for the treatment or storing, as the case may be, of game meat or edible game offal; and (c) is frozen."; (b) by inserting after sub-regulation (2) the following sub-regulation: "(2A) The exportation of a game meat product is prohibited unless- (a) the game meat or edible game offal from which the game meat product was prepared- (i) was obtained from the carcass of a game animal that was dressed at premises registered under these Regulations as an export establishment for the preparation of game meat or edible game offal; and (ii) was, before being used in the preparation of the game meat product, treated or stored only at premises registered under these Regulations as an export establishment for the treatment or storing, as the case may be, of game meat or edible game offal; (b) the game meat product was prepared and stored only at premises registered under these Regulations as an export establishment for the preparation or storing, as the case may be, of game meat products; and (c) the game meat product is frozen."; (c) by omitting from sub-regulation (3) "The provisions of paragraph (a) of sub-regulation (1) of this regulation, and the provisions of sub-paragraph (i) of paragraph (a) of the last preceding sub-regulation," and substituting "The provisions of paragraph (1) (a) and sub-paragraph (2) (a) (i)"; and (d) by adding at the end of sub-regulation (7) "and a reference to game meat shall not be read as including a reference to game meat products or edible game offal". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 5 Exportation of meat, game meat prohibited unless of certain kinds 5. Regulation 13 of the Exports (Meat) Regulations is amended by adding at the end thereof the following sub-regulations: "(3) The exportation of game meat is prohibited unless the game meat is- (a) game meat of a kind referred to in the first column of the Third Schedule; (b) a game meat product; or (c) edible game offal. "(4) Game meat shall be deemed not to be game meat of a kind referred to in the first column of the Third Schedule unless it complies with the conditions (if any) specified in the second column of that Schedule in relation to game meat of that kind.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 6 Registration of export establishments 6. Regulation 20 of the Exports (Meat) Regulations is amended- (a) by inserting after sub-regulation (1) the following sub-regulation: "(1A) Where a person who is the owner or occupier of premises desires to use the premises for the carrying on of any operations in connection with- (a) the dressing of carcasses from which game meat intended for export is obtained; or (b) the preparation or storing of game meat intended for export, the person may make application to the secretary, in accordance with Form 1, for the registration of the premises as an export establishment."; and (b) by omitting from sub-regulation (2) "the last preceding sub-regulation" and substituting "sub-regulation (1) or (1A)". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 7 7. After regulation 25 of the Exports (Meat) Regulations the following regulation is inserted: Premises at which game meat is prepared for export "25A. (1) Subject to this regulation, premises at which any operation in connection with- (a) the dressing of game animals; or (b) the preparation or storing of game meat, is carried on shall not be registered as an export establishment for the carrying on of any operation in connection with- (c) the slaughtering and dressing of animals from which meat intended for export is obtained; or (d) the preparation or storing of meat intended for export. "(2) Subject to sub-regulation (3), the registration of premises as an export establishment for the carrying on of any operation in connection with- (a) the slaughtering and dressing of animals from which meat intended for export is obtained; or (b) the preparation or storing of meat intended for export, shall not be renewed if any operation in connection with the dressing of game animals or the preparation or storing of game meat is being carried on at the premises. "(3) This regulation does not prevent the registration of premises for the storing together, under refrigeration, of frozen meat intended for export and game meat intended for export that is in a frozen state at the time when it is brought to the premises for storing.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 8 Interpretation 8. Regulation 30 of the Exports (Meat) Regulations is amended by omitting all the words after "as" and substituting the following word and paragraphs: "including- (a) in the case of meat that is game meat-a reference to the dressing of the game animal from which the meat was obtained; and (b) in any other case-a reference to the slaughter and dressing of the animal from which the meat was obtained.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 9 Inspection of meat 9. Regulation 33 of the Exports (Meat) Regulations is amended by omitting paragraph (a) of sub-regulation (5) and substituting the following paragraph: "(a) shall measure not less than 80 millimetres and not more than 160 millimetres in length and not less than 35 millimetres and not more than 80 millimetres in width;". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 10 Notice of intention to export 10. Regulation 35 of the Exports (Meat) Regulations is amended by omitting sub-regulation (1) and substituting the following sub-regulation: "(1) Subject to this regulation, a person who intends to export meat shall furnish to an officer, at least 1 clear working day before the proposed date of shipment of the meat, a notice of intention to export the meat- (a) in the case of meat-in accordance with Form 6; or (b) in the case of game meat-in accordance with Form 6A.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 11 Export permits 11. Regulation 36 of the Exports (Meat) Regulations is amended- (a) by omitting from sub-regulation (1) all the words after "export" (second occurring) and substituting the following word and paragraphs: "permit- (a) in the case of meat-in accordance with Form 7; or (b) in the case of game meat-in accordance with Form 7A."; and (b) by inserting in sub-regulation (2) "or airport" after "wharf". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 12 12. Regulation 46 of the Exports (Meat) Regulations is repealed and the following regulation substituted: Inspection of meat, game meat "46. Meat, meat products, edible offal, game meat, game meat products and edible game offal are goods prescribed for the purposes of section 5 of the Commerce (Trade Descriptions) Act 1905.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 13 Fees for officer's services 13. Regulation 50 of the Exports (Meat) Regulations is amended by omitting sub-regulation (1A) and substituting the following sub-regulation: "(1A) Sub-regulation (1) applies in relation to services that are performed otherwise than during shift-work operations, whether at an export establishment or elsewhere.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 14 Persons to furnish information 14. Regulation 56 of the Exports (Meat) Regulations is amended by inserting after paragraph (a) the following paragraph: "(aa) carcasses submitted for post mortem inspection by an officer at the export establishment in the course of the business;". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 15 Certain meat, game meat not to be brought into export establishments 15. Regulation 61C of the Exports (Meat) Regulations is amended by adding at the end thereof the following sub-regulations: "(3) Subject to sub-regulation (4), game meat other than game meat that has been inspected and passed as fit for export shall not be brought into an export establishment. "(4) Sub-regulation (3) does not prevent the bringing of a carcass of a game animal into an export establishment for the purpose of dressing the carcass and obtaining from it game meat intended for export if- (a) the export establishment is registered for the carrying on of those operations; and (b) the carcass was obtained from a game animal that, at the time that it was shot, did not appear- (i) to have a disease or condition likely to be harmful to human health; or (ii) to be affected by a toxic substance.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 16 Second Schedule 16. The Second Schedule to the Exports (Meat) Regulations is amended- (a) by omitting from clause (a) of sub-paragraph (1) of paragraph 7 all the words after "officer" (first occurring) and substituting "as nearly before the time of being so moved as practicable and passed by the officer as fit for export;"; and (b) by inserting after paragraph 32A the following paragraphs: Game animals to be tagged, bled and partly eviscerated after being shot "32B. (1) A tag showing the time and place of shooting shall be securely affixed to the carcass of a game animal after the game animal is shot. "(2) A game animal shall be bled and partly eviscerated- (a) so soon after being shot as will ensure; and (b) in such a manner, that the game meat obtained from the game animal will remain wholesome. "(3) In this paragraph, 'partly eviscerated' means subjected to the removal of- (a) that part of the alimentary tract that is within the abdominal cavity; and (b) the urinogenital tract, other than the kidneys. "(4) The heart, lungs, liver and kidneys shall be left attached to the carcass by their natural attachments. Refrigeration of carcasses "32C. (1) The carcass of a game animal- (a) shall be placed under refrigeration for cooling- (i) within 2 hours of the game animal being shot; or (ii) where the game animal is shot after sunset and before sunrise, not more than 2 hours after sunrise; (b) shall be reduced to a deep muscle temperature of 7 degrees Celsius within- (i) in the case of goats and kangaroos-12 hours; (ii) in the case of pigs-15 hours; and (iii) in any other case-20 hours, of being placed under refrigeration; and (c) shall be kept at a deep muscle temperature of not higher than 7 degrees Celsius. "(2) Refrigeration for the purposes of sub-paragraph (1) shall be carried out- (a) in an export establishment; or (b) in an approved depot or approved conveyance that is used solely for the purpose of holding or transporting, as the case may be, carcasses of game animals. "(3) Where a carcass has been placed under refrigeration in an approved depot or approved conveyance it shall not be transported otherwise than as part of a hanging load. Delivery to export establishment "32D. The carcass of a game animal shall be delivered to an export establishment within 72 hours of the game animal being shot. No preparation of carcasses before inspection "32E. (1) No preparation of the carcass of a game animal, other than washing, shall be carried out before the carcass is submitted for inspection by an officer at an export establishment. "(2) Where a carcass is washed before being submitted for inspection, it shall not be washed in such a manner that evidence of disease or abnormality is obliterated or modified. Game meat to be frozen "32F. (1) Game meat shall be frozen at the export establishment at which the carcass of which it consists or from which it was obtained was submitted for inspection by an officer. "(2) Piece game meat or boneless game meat shall, within 2 hours of cutting or boning, be placed under refrigeration for freezing. "(3) The freezing of game meat obtained from a pig shall be effected by- (a) keeping the game meat at a temperature of not higher than minus 28 degrees Celsius for not less than 12 days; or (b) keeping the game meat at a temperature of not higher than minus 18 degrees Celsius for not less than 30 days. Wrapping of game meat "32G. (1) Carcasses and sides of game animals shall be wrapped in clean approved material and then in clean new stockinette or clean approved material. "(2) Piece game meat or boneless game meat shall, unless it is packed in a carton or case, be wrapped in clean approved material and then in clean new stockinette or clean approved material. "(3) Stockinette referred to in this paragraph shall be of such a quality that its mass per unit area is not less than 195 grams per square metre.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 17 Third Schedule 17. The Third Schedule to the Exports (Meat) Regulations is amended by adding at the end thereof the following items: "95. Game animal carcasses . . . 1. The trade description shall include- (a) the words 'wild game'; and (b) the common name of the species to which the game animal belongs, on the tags and on the coverings. 96. Piece game meat . . . . . . . 1. The trade description shall include- (a) the words 'wild game'; (b) the common name of the species to which the game animal belongs; and (c) the cut, and the number of pieces, of game meat contained in the package, on the tags and on the coverings. 97. Boneless game meat . . . . . 1. The trade description shall include- (a) the words 'wild game'; and (b) the common name of the species to which the game animal belongs, on the tags and on the coverings.". 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 18 Fifth Schedule 18. The Fifth Schedule to the Exports (Meat) Regulations is amended- (a) by omitting from Form 1- "preparation of meat" (wherever occurring) and substituting- "preparation of meat+ game meat+"; (b) by omitting from Form 2- "preparation of meat" and substituting- "preparation of *meat *game meat"; (c) by omitting from Form 3- "preparation of meat" (whenever occurring) and substituting- "preparation of +meat +game meat"; (d) by inserting after Form 6 the form set out in Part I of the Schedule to these Regulations; (e) by omitting from Form 7- "To: Officer of Customs, Port of............Wharf............" and substituting- "To: Officer of Customs at............"; (f) by inserting after Form 7 the form set out in Part II of that Schedule; and (g) by omitting Form 15 and substituting the form set out in Part III of that Schedule. 1981 No. 30 EXPORTS (MEAT) REGULATIONS (AMENDMENTS) - REG 19 Sixth Schedule 19. The Sixth Schedule to the Exports (Meat) Regulations is amended- (a) by omitting Part I; and (b) by adding at the end thereof the following Part: "PART XI-CONDITIONS APPLICABLE TO PREMISES IN WHICH GAME MEAT IS PREPARED FOR EXPORT Washing facilities "57. (1) The premises shall contain a separate room adequately constructed and equipped for the washing of carcasses of game animals brought to the premises. "(2) The premises shall have adequate facilities for the washing of trucks used for carrying carcasses of game animals. Separate room for condemned game meat "58. A room of the premises that is capable of being securely locked shall be set aside for the reception of condemned game meat. Destruction of diseased game meat "59. The premises shall contain adequate facilities for the destruction of diseased game meat by a method such that the odours, fumes or dust produced in the course of destroying the game meat does not penetrate into any room in which game meat is prepared or stored. Coldrooms "60. (1) The premises shall contain- (a) a separate room adequately constructed and equipped for keeping under refrigeration all the carcasses of game animals likely to be at the premises at any time for the purpose of being dressed, inspected and prepared for export; and (b) a separate room adequately constructed and equipped for the freezing of all the game meat prepared for export that is likely to be at the premises at any time. "(2) Without limiting the generality of sub-paragraph (1), a room in which game meat is kept under refrigeration- (a) shall be constructed of reinforced concrete, bricks wood or other material impervious to liquid; (b) shall be adequately insulated; and (c) shall have installed in it equipment for accurately recording the temperature of the room. Separate preparation room "61. The premises shall contain a separate room adequately constructed and equipped for the dressing, inspection and preparation of carcasses of game animals. Rooms for piece or boneless game meat operations "62. (1) Where operations in respect of piece or boneless game meat are carried out in premises, those premises shall contain- (a) a separate room adequately constructed and equipped for the preparation and preliminary wrapping of that game meat; and (b) a separate room adequately constructed and equipped for the packing into cartons of that game meat after it has been so wrapped. "(2) A room referred to in clause (1) (a) or (b) shall also be equipped in such a manner that the temperature of the room can be maintained at not higher than 10 degrees Celsius. Hanging rails "63.
