Schedule 9 (Goods the exportation of which is prohibited unless the approval of the Minister or an authorised person referred to in regulation 11 is produced to the Collector) 1992 No. 83 CUSTOMS (PROHIBITED EXPORTS) REGULATIONS (AMENDMENT) - REG 1 1. Amendment 1.1 The Customs (Prohibited Exports) Regulations are amended as set out in these Regulations. (NOTE: These Regulations commence on gazettal: see Acts Interpretation Act 1901, s. 48) 1992 No. 83 CUSTOMS (PROHIBITED EXPORTS) REGULATIONS (AMENDMENT) - REG 2 2. Schedule 9 (Goods the exportation of which is prohibited unless the approval of the Minister or an authorised person referred to in regulation 11 is produced to the Collector) 2.1 Item 25: Omit the item, substitute: "25 (1) Plants for the production of heavy water, deuterium or compounds containing deuterium (2) Equipment and materials suitable for plants in subitem (1), including: (a) exchange towers that are: (i) designed or prepared for production of heavy water by the water - hydrogen sulphide exchange process; and (ii) fabricated from fine carbon steel with a corrosion allowance of at least 6 millimetres; and (iii) between 6 and 9 metres (inclusive) in diameter; and (iv) capable of operating at a pressure of at least 2 megapascals; and (b) single stage, low head (0.2 megapascals) centrifugal blowers or compressors that: (i) are designed or prepared for production of heavy water by the water - hydrogen sulphide exchange process; and (ii) have a throughput capacity of at least 56 cubic metres per second at a pressure of at least 1.8 megapascals suction; and (iii) have seals designed for wet hydrogen sulphide service; and (c) ammonia - hydrogen exchange towers that are: (i) designed or prepared for production of heavy water by the ammonia - hydrogen exchange process: (ii) at least 35 metres in height; and (iii) between 1.5 metres and 2.5 metres (inclusive) in diameter; and (iv) capable of operating at a pressure greater than 15 megapascals; and (v) made with at least one flanged axial opening, of the same diameter as the cylindrical part of the tower, for use in inserting and withdrawing tower internals; and (d) tower internals and stage pumps designed or prepared for production of heavy water by the ammonia - hydrogen exchange process, including: (i) stage contactors for use within an ammonia - hydrogen exchange tower to promote contact between liquid and gas; and (ii) stage pumps for circulation of liquid ammonia; and (e) ammonia crackers that: (i) are designed or prepared for production of heavy water by the ammonia - hydrogen exchange process; and (ii) have an operating pressure of at least 3 megapascals; and (f) catalytic burners designed or prepared for production of heavy water by the ammonia - hydrogen exchange process by conversion of enriched deuterium gas to heavy water; and (g) infrared absorption analysers capable of on-line analysis of the ratio of hydrogen to deuterium in a fluid with a deuterium concentration of at least 90%". - NOTES 1992 No. 83*1* CUSTOMS (PROHIBITED EXPORTS) REGULATIONS*2* (AMENDMENT) *1*.
