SOCIAL SECURITY ACT 1991 No. 46, 1991 - SECT 53

53. The Secretary is to determine that the claim is to be granted if the
Secretary is satisfied that:

   (a)  the person is qualified for an age pension; and

   (b)  the pension is payable.
