to the effect that the person has satisfied himself that the moneys
have been applied by the State for the purpose referred to in
paragraph (a), being a certificate that specifies the
building projects for the purposes of which the moneys have been
applied and, in respect of each such project, the amount of the moneys

State will repay to Australia an amount equal to the payment.
(2) Moneys paid to a State under section 4 may be applied for the purpose of
meeting expenditure in respect of a building project in connexion with a
government primary school or a government secondary school notwithstanding
that the school is a government disadvantaged school or a government special
school, but moneys paid to a State under that section shall not, except with
the approval of the Minister, be applied for the purpose of meeting
expenditure in respect of a library project or in respect of so much of a
building project as relates to the provision of a library.
