ROAD TRANSPORT REFORM (HEAVY VEHICLES REGISTRATION) ACT 1997 No. 16, 1997 - SECT 30

An amount of any unpaid charges or fees in respect of a heavy vehicle under
the regulations or the Road Transport Charges  (Australian Capital Territory)
Act 1993 is a debt due to the registration authority and may be recovered in a
court of competent jurisdiction.
