ROAD TRANSPORT REFORM (HEAVY VEHICLES REGISTRATION) ACT 1997 No. 16, 1997 - SECT 29

(1) An individual does not incur civil liability for an act or omission done
honestly and in good faith in the course of his or her duties under this Act
or the regulations

(2) A liability that would, apart from this section, attach to an individual
attaches instead to the registration authority.
