NATIVE TITLE ACT 1993 No. 110, 1993 - SECT 11

11.(1) Native title is not able to be extinguished contrary to this Act.
Effect of subsection (1)

(2) An act that consists of the making, amendment or repeal of legislation on
or after 1 July 1993 by the Commonwealth, a State or a Territory is only able
to extinguish native title:

   (a)  in accordance with Division 3 of Part 2 (which deals with future acts
        and native title); or

   (b)  by validating past acts in relation to the native title.
