MINERALS (SUBMERGED LANDS) ACT 1981 No. 81, 1981 - SECT 7

7. (1) This Act applies to all natural persons, whether Australian citizens or
not, and whether resident in Australia or a Territory or not, and to all
corporations, whether incorporated or carrying on business in Australia or a
Territory or not.

(2) This Act does not apply to or in relation to -

   (a)  the exploration of the subsoil below the sea-bed of an adjadjacent
        area in respect of any State or Territory for minerals; or

   (b)  the exploitation of the natural resources, being minerals, of that
        subsoil, by means of subterranean mining from land within the limits
        of that State or Territory under and in accordance with the law of
        that State or Territory.
