Staff of Commission.28. (1) Subject to this section, the Commission may appoint such officers and engage such employees as it thinks necessary for the purposes of this Act. (2) The terms and conditions of employment (other than in respect of matters provided for by this Act) of persons appointed or engaged under sub-section (1) shall be as determined by the Commission with the approval of the Public Service Board. (3) The reference in sub-section (2) to terms and conditions of employment shall be read as including a reference to special terms and conditions applicable to persons who, before being appointed or engaged by the Commission, were employed by an organization that was, immediately before the commencement of this Act, a registered medical benefits organization, or a registered hospital benefits organization, within the meaning of the National Health Act 1953-1973.
