A higher education provider's ^* basic grant amount for a year (the grant year ) is to be adjusted, in respect of the preceding year, in the circumstances specified in the Commonwealth Grant Scheme Guidelines.

(2)

The Commonwealth Grant Scheme Guidelines must specify, in relation to each of the adjustments:

(a) whether the adjustment is to be an increase or a reduction in the provider's ^* basic grant amount for the grant year; and

(b) the amount of the adjustment, or how the adjustment is to be worked out.
