ENDANGERED SPECIES PROTECTION ACT 1992 No. 194 of 1992 - SECT 19

19.(1) An instrument must state that application may be made, in writing, to
the Director for a statement of the reasons why one or more items specified in
the application were included in, or deleted from, one or more lists by the
instrument.

(2) The Director must provide, at reasonable cost, such a statement of reasons
to the person who makes such an application, or the person on whose behalf the
application is made.
