EMPLOYMENT, EDUCATION AND TRAINING ACT 1988 No. 80 of 1988 - SECT 31

31. (1) A Council has power to do all things necessary or convenient to be
done for or in connection with the performance of its functions.

(2) Without limiting the generality of subsection (1), a Council:

   (a)  may invite members of the public to make comments or submissions in
        relation to any matter referred to the Council by the Board or the
        Minister; and (b) may consult with the Consultative Committee and such
        persons, bodies or authorities as the Council thinks necessary.
