Division 1-Convening authorities

102. A chief of staff may, by instrument in writing, appoint an officer, or
each officer included in a class of officers, to be a convening authority for
the purpose of convening courts martial (whether general courts martial or
restricted courts martial, or both) and exercising the other powers and
functions that are conferred on convening authorities under this Act or the
regulations.
