CHILDCARE REBATE ACT 1993 No. 112 of 1993 - SECT 28

28. A family is not eligible for the childcare rebate in respect of a
particular period unless, during the whole of that period, each parental
member of the family is a person to whom one or more of the following applies:

   (a)  the person has recognised work or work related commitments within the
        meaning of section 29;

   (b)  the person has recognised training commitments within the meaning of
        section 30;

   (c)  the person has recognised study commitments within the meaning of
        section 31.
