COUNCIL FOR ABORIGINAL RECONCILIATION ACT 1991 No. 127 of 1991 - SECT 13

13. To the extent that it is practicable to do so, and within the limits of
the resources made available for its purposes, the Council must perform its
functions and exercise its powers in a manner that is consistent with, and is
designed to give effect to, any strategic plan that is in force.
