BROADCASTING SERVICES ACT 1992 No. 110 of 1992 - SECT 24

24.(1) Before preparing frequency allotment plans or licence area plans, the
ABA must, by notice in writing, determine priorities, as between particular
areas of Australia and as between different parts of the broadcasting services
bands, for the preparation of those plans.

(2) The ABA may, by notice in writing, vary priorities.
