53. (1) Where, before a proceeding before the Tribunal has been completed, one
of the members constituting the Tribunal for the purposes of the proceeding
has ceased to be available for the purposes of the proceeding, the proceeding
shall be re-heard by the Tribunal as reconstituted in accordance with section
51.

(2) On a re-hearing in accordance with sub-section (1), the Tribunal may have
regard to any record of the proceeding before the Tribunal as previously
constituted, including a record of any evidence taken in the proceeding.
