AUSTRALIAN SECURITY INTELLIGENCE ORGANIZATION ACT 1979 No. 113 of 1979 - SECT 23

23. A reference in this Division to the Minister shall, at a time when the
Minister is absent from Australia or when, by reason of illness of the
Minister or for any other reason, the Director-General cannot readily
communicate with the Minister, be read as including a reference to another
Minister who has been authorized in writing by the Minister to perform the
functions of the Minister under this Division at such a time.
