AUSTRALIAN NATIONAL UNIVERSITY ACT 1991 No. 131 of 1991 - SECT 9

9. (1) Subject to this Act and the Statutes, the Council has the entire
control and management of the University.

(2) The Council is to act in all matters concerning the University in the way
it thinks will best promote the interests of the University.

(3) The powers of the Council include, but are not limited to, the power to
appoint persons (whether members of the staff of the University or not) to
positions of responsibility within the University.
