AUSTRALIAN NATIONAL UNIVERSITY ACT 1991 No. 131 of 1991 - SECT 12

12. (1) The Chancellor is to preside at all meetings of the Council at which
he or she is present.

(2) If:

   (a)  the Chancellor is not present at a meeting of the Council; and

   (b)  the Pro-Chancellor is present; the Pro-Chancellor is to preside at the
        meeting.

(3) If neither the Chancellor nor the Pro-Chancellor is present at a meeting
of the Council, the members present must elect one of their number to preside
at the meeting.

(4) At a meeting of the Council, a quorum is constituted by a majority of the
persons for the time being holding office as members of the Council.
