AUSTRALIAN NATIONAL RAILWAYS COMMISSION ACT 1983 No. 140 of 1983 - SECT 7

7. (1) The Commission shall not, without the approval of the Minister -

   (a)  enter into a contract under which the Commission is to pay or receive
an amount exceeding $2,000,000 or, if a higher amount is prescribed by
the regulations, that higher amount; or

   (b)  enter into a contract or arrangement with another person under which
the other person agrees to acquire real or personal property to be
leased, or let on hire, to the Commission.

(2) The reference in paragraph (1) (a) to a contract does not include a
reference to a contract for the carriage of passengers or goods by the
Commission.

(3) An approval under sub-section (1) may be given in relation to -

   (a)  a particular contract or arrangement; or

   (b)  contracts or arrangements included in a class of contracts or
arrangements.

(4) An approval under sub-section (1) shall be given by instrument in writing.
