AUSTRALIAN NATIONAL RAILWAYS COMMISSION ACT 1983 No. 140 of 1983 - SECT 6

General powers of Commission
6. (1) Subject to this Act, the Commission has power to do all things
necessary or convenient to be done for or in connection with, or as incidental
to, the performance of its functions and, in particular, has power -

   (a)  to enter into contracts;

   (b)  to acquire, hold and dispose of real and personal property;

   (c)  to occupy, use and control any land or building owned or held under
lease by the Commonwealth or a State or Territory and made available
to the Commission;

   (d)  to construct railways;

   (e)  to erect buildings and structures and carry out works;

   (f)  to manufacture plant, machinery, equipment and goods;

   (g)  to hire out plant, machinery, equipment and goods that are not
immediately required by the Commission for the performance of its
functions;

   (h)  to provide transport, accommodation, provisions and facilities for
employees of the Commission and their families;

   (j)  to appoint agents and attorneys and to act as an agent for other
persons;

   (k)  to engage consultants; and

   (m)  to do anything incidental to any of its powers.

(2) The powers of the Commission may be exercised both within and outside
Australia.
