AUSTRALIAN NATIONAL RAILWAYS COMMISSION ACT 1983 No. 140 of 1983 - SECT 19

19. (1) Except as provided by this section or as otherwise expressly provided
by this Act, the Commission is not subject to direction by or on behalf of the
Government of the Commonwealth.

(2) Where the Minister is satisfied that it is desirable in the public
interest to do so, he may, by notice in writing to the Commission, give
directions to the Commission with respect to the performance of its functions
or duties or the exercise of its powers.

(3) The Commission shall comply with any direction given to it by the Minister
under sub-section (2).

(4) Where the Minister gives a direction to the Commission under sub-section
(2), he shall cause a statement setting out particulars of, and the reasons
for, the direction to be laid before each House of the Parliament within 7
sitting days of that House after the giving of the direction.
