AUSTRALIAN NATIONAL RAILWAYS COMMISSION ACT 1983 No. 140 of 1983 - SECT 10

10. The Commission may make and carry out an arrangement with any person -

   (a)  for the carriage of passengers and goods between -

        (i)    prescribed places; or

        (ii)   a place in Australia and a place outside Australia; and

   (b)  under which the passengers and goods are to be carried partly by the
        Commission (whether by rail or otherwise) and partly by the other
        person.
