AUSTRALIAN LAW REFORM COMMISSION ACT 1996 No. 37, 1996 - SECT 24

24 How the Commission is to perform its functions

(1) In performing its functions, the Commission must aim at ensuring that the
laws, proposals and recommendations it reviews, considers or makes:

   (a)  do not trespass unduly on personal rights and liberties or make the
        rights and liberties of citizens unduly dependent on administrative,
        rather than judicial, decisions; and

   (b)  are, as far as practicable, consistent with the International Covenant
        on Civil and Political Rights.

(2) In performing its functions in relation to a matter, the Commission must
have regard to all of Australia's international obligations that are relevant
to the matter.

(3) In formulating its recommendations, the Commission must have regard to any
effect they might have on the costs of getting access to, and dispensing,
justice.
