ABORIGINAL COUNCILS AND ASSOCIATIONS ACT 1976 No. 186 of 1976 - SECT 18

18. If the Minister does not give a direction under section 17 with respect to
an application, he shall direct the registrar to refuse the application and to
inform the applicants of the refusal and of the reasons for the refusal, being
reasons set out by the Minister in the direction.
