AUSTRALIAN COMMUNICATIONS AUTHORITY ACT 1997 No. 52 of 1997 - SECT 41

(1) The ACA may make an arrangement with an authority of the Commonwealth:

   (a)  for the services of officers or employees of the authority to be made
        available for the purposes of the ACA; or

   (b)  for the services of officers or employees of the ACA to be made
        available for the purposes of the authority.

(2) In this section:
authority of the Commonwealth means:

   (a)  a Department; or

   (b)  a body (whether incorporated or unincorporated) established for a
        public purpose by or under a law of the Commonwealth; or

   (c)  any other body corporate in which:

        (i)    the Commonwealth; or

        (ii)   a body corporate referred to in paragraph (b); has a
               controlling interest.
