AUSTRALIAN COMMUNICATIONS AUTHORITY ACT 1997 No. 52 of 1997 - SECT 26

(1) A question is decided by a majority of the votes of the members present
and voting.

(2) The person presiding at a meeting has a deliberative vote and, if
necessary, also a casting vote.

(3) If an associate member has a deliberative vote on a matter as a result of
section 19, the associate member is to be treated as a member for the purposes
of the application of subsection (1) of this section to the matter.
