Delegation by Corporation

23. (1) The Corporation may, either generally or as otherwise provided by the
instrument of delegation, by writing under its seal, delegate to a Director or
to an officer or temporary employee of the Corporation all or any of its
powers under this Act, the regulations or the rules, other than this power of
delegation.

(2) A power so delegated, when exercised by the delegate, shall, for the
purposes of this Act, the regulations or the rules, be deemed to have been
exercised by the Corporation.

(3) A delegation of a power under this section does not prevent the exercise
of the power by the Corporation.

(4) A reference in this section to a Director shall, if a person is acting as
a Director, be construed as including a reference to a person so acting.
