ABORIGINAL AND TORRES STRAIT ISLANDER COMMISSION ACT 1989 No. 150 of 1989 - SECT 201

201. (1) The Governor-General may make regulations, not inconsistent with this
Act, the Regional Council election rules or the zone election rules,
prescribing matters:
(a) required or permitted by this Act to be prescribed; or
(b) necessary or convenient to be prescribed for carrying out or giving
effect to this Act.
(2) Without limiting the generality of subsection (1), the regulations may:
(a) provide for notices given to the Commission under subsection 93 (2) to
be available for public inspection;
(b) make provision in relation to the conduct of elections for the
purposes of section 127 including, without limiting the generality of
the foregoing, provision for a system of optional preferential voting
to be used in such elections;
(c) make provision in relation to requests under subsection 195 (1) and
the reconsideration of matters under subsection 195 (2);
(d) prescribe fees payable in respect of any matter under this Act; and
(e) provide penalities for breaches of the regulations not exceeding:
(i) in the case of a natural person-$1,000; or
(ii) in the case of a body corporate-$5,000.
