APPLE AND PEAR EXPORT UNDERWRITING ACT 1981 No. 14 of 1981 - SECT 21

21. The Governor-General may make regulations, not inconsistent with this Act,
prescribing all matters that are required or permitted by this Act to be
prescribed, or are necessary or convenient to be prescribed, for carrying out
or giving effect to this Act and, in particular -

   (a)  providing that an underwriting payment is not to be payable, or that
        payment of an underwriting payment may be withheld, where a provision
        of the regulations has not been complied with; and

   (b)  prescribing penalties, not exceeding a fine of $200, for offences
        against the regulations.
