Division 4-Review of Decisions

41. For the purposes of this Division, unless the contrary intention appears,
a certificate given under sub-section 34 (3) in respect of a record as
described in an application for access shall be deemed to be a certificate
given in respect of the record so described notwithstanding that the
certificate does not acknowledge the existence or non-existence of the record
so described.
