ROAD TRANSPORT REFORM (DANGEROUS GOODS) REGULATIONS 1997 - REG 2.7

(1)

A package of dangerous goods or other goods is the complete product of the packing of the goods for transport by road, and consists of the goods and their packaging.

(2)

The packaging of the goods is the container in which the goods are received or held for transport by road, and includes anything that enables the container to receive or hold the goods or to be closed.
