Commonwealth Consolidated RegulationsFor paragraph (b) of the definition of polymer of low concern in section 5 of the Act, a polymer has a low charge density if:
(a) it is both:
(i) not cationic; and
(ii) not likely to become cationic in an aquatic environment that has a pH value greater than 4 and less than 9; or
(b) it is a solid that is:
(i) not soluble or dispersible in water; and
(ii) to be used only in its solid phase; or
(c) for a polymer that includes 1 or more cationic groups, the total combined functional group equivalent weight of any cationic group is at least 5 000.
