Procedural orders in cases of doubt or difficulty

If the court is satisfied that:

(a) a legislative provision does not provide a practice or procedure; or

(b) a difficulty arises, or doubt exists, in relation to a matter of practice or procedure;

it may make such orders as it considers necessary.
