DESIGNS REGULATIONS 2004 - REG 11.11
Exemption from fees (Act s 149) The Registrar may exempt a person from the payment of the whole
or any part of a fee, if the Registrar is satisfied on reasonable grounds that
the action is justified having regard to all the circumstances.
