Commonwealth Consolidated Regulations(1) Where a General Court of Inquiry is constituted by one person that person may exercise all the powers and perform all the functions of, and shall in all respects (other than for the purposes of regulation 21) be considered as, the President of the Court.
(2) Where a General Court of Inquiry is constituted by 2 or more persons the Minister shall, in the instrument appointing the Court or in a later instrument published in the Gazette , appoint one of those persons, being an eligible person, to be the President of the Court.
