CIVIL AVIATION SAFETY REGULATIONS 1998 - REG 173.040
Designing instrument flight procedures other than terminal instrument flight procedures(1) A person who designs an instrument flight procedure that is not a terminal instrument flight procedure must, in designing the procedure, meet any standards for the design of such a procedure set out in the Manual of Standards.
(2) An offence against subregulation (1) is an offence of strict liability.
