CIVIL AVIATION SAFETY REGULATIONS 1998 - REG 172.135
Arrangements for transfer of information(1) An ATS provider must have, at all times, adequate arrangements to ensure that it gets, and will continue to get, the services and information necessary to provide the air traffic services covered by its approval.
(2) The provider must have, at all times, adequate arrangements
to ensure that it is able, and will continue to be able, to provide
information in connection with any of those air traffic services to another
person whose duties or functions reasonably require that information.
