CIVIL AVIATION SAFETY REGULATIONS 1998 - REG 101.170

  (1)   A person who is operating a medium or heavy balloon must not allow it to go below 3   000 feet AGL while it is over a populous area.

Penalty:   10 penalty units.

  (2)   An offence against subregulation   (1) is an offence of strict liability.
