SOCIAL SECURITY (ADMINISTRATION) ACT 1999 - SECT 11
General rule(1) Subject to subsections (2) and (3) and Subdivision B, a person who wants to be granted:
(a) a social security payment; or
must make a claim for the payment or card in accordance with this Division.
(2) Subsection (1) does not apply to a concession card for which a person is qualified under Division 1 of Part 2A.1 of the 1991 Act or under Subdivision A of Division 3 of that Part.
(3) Subsection (1) does not apply to a seniors health
card that the Secretary must issue to a person under subsection
1061ZJA(3) or (4) of the 1991 Act.
