SEA INSTALLATIONS ACT 1987 - SECT 10

                   The Minister shall not grant, renew, vary or revoke (otherwise than under subsection 35(1) or (2)) a permit to operate a sea installation, or give an exemption certificate that a sea installation may be installed, in the adjacent area of a State, of the Northern Territory or of Norfolk Island unless the Minister has given a representative of the State or Territory an opportunity to discuss with a representative of the Commonwealth the granting, renewal, variation, revocation or giving, as the case may be.
