SEAS AND SUBMERGED LANDS ACT 1973 - SECT 11
Sovereign rights in respect of continental shelf It is by this Act declared and enacted that the sovereign rights
of Australia as a coastal State in respect of the continental shelf of
Australia, for the purpose of exploring it and exploiting its natural
resources, are vested in and exercisable by the Crown in right of the
Commonwealth.
