PROTECTION OF THE SEA (CIVIL LIABILITY) ACT 1981 - SECT 14
Application(1) Subject to subsection (2), this Part applies to every ship that is carrying more than 2,000 tons of oil in bulk as cargo and, where such a ship is unregistered, this Part applies to and in relation to the ship as if it were registered in the country whose flag the ship is flying.
(2) This Part does not apply to a Government ship, other than a
Government ship that is being used for commercial purposes.
